Antony D. Garcia is a native of Pueblo, Colorado, and a graduate with high honors of Smoky Valley High School in Lindsborg, Kansas. After attending the U.S. Naval Academy Preparatory School in Newport, Rhode Island, he received a SECNAV nomination and attended the U.S. Naval Academy in Annapolis, Maryland. Seventeen months into his Naval Academy career, he withdrew to care for his ailing father — a decision that defined his character long before his career defined his credentials.

Keeping pace with family tradition, he joined the United States Marine Corps in March 1992. At Marine Corps Recruit Depot San Diego he graduated boot camp as Platoon Honor Man, earning Meritorious Promotions to PFC and LCPL on the drill field. He was later recognized as NCO of the Quarter at 9th Communications Battalion, 1st Surveillance Reconnaissance Intelligence Group, USMC in 1996, and was honorably discharged September 2000 after 8.5 years of service.

Signature Operational Record

NCTS FE Detachment Iwakuni aced the Traditional Physical Security Checklist with a 99.7% score — 100% compliance within span of authority, the only deduction an inherited control at NCTS FE Headquarters Yokosuka. The senior auditor attested it was the highest TPSC score he had seen in his fifteen years at 10th Fleet Cyber Command. The team: 18 Sailors, 3 Civil Service professionals, 2 contractors. Mr. Garcia was honored to lead them.

Lifted a cloud-based PaaS from 55% to 98% cybersecurity compliance in 15 months. Walked in to a failed Authority to Operate. Walked out with a multi-year ATO. Near-perfect performance within the span of authority. The doctrine that delivered both records traces back to the Hybrid Compliance Model first developed at the Department of Energy under the mentorship of Mark Nielsen and Mike Montoya.

The Hybrid Compliance Model developed under the mentorship of Mark Nielsen and Mike Montoya at the Department of Energy — refined in the forward-deployed naval command that scored 99.7% on the Traditional Physical Security Checklist audit, one of many components of the Command Cyber Readiness Inspection (CCRI) — and delivered at enterprise scale inside a large-scale federal cloud-based platform under continuous monitoring.

NERC CIP. NIST SP 800-53. OMB Circular A-123. Three simultaneous enforcement authorities over the bulk electric system, federal information systems, and federal internal controls. Under the mentorship of Mark Nielsen and Mike Montoya — Commander, USN Retired, later Chief Information Officer of WAPA — the team built one hybrid approach. Mr. Montoya's contribution was decisive: he put the information management team, the ISSM, the ISSO, and Compliance in the same room and drove the program north to south — the doctrine that every C-suite and Command Triad leader in the series is still held to.

The team mapped every control to a common taxonomy, identified the high-water mark in each domain, implemented it once, and documented the cross-walk. Three audits passed. One compliance program. The intellectual origin of the doctrine that runs through every volume of the series.
